LexisNexis Expands in the GCC With Localised Legal AI Launch

LexisNexis is deepening its presence across the Middle East and wider Gulf Cooperation Council (GCC) through a multi-million-dollar investment focused on technology, content localisation and product development. The move is designed to support legal professionals operating in the region’s increasingly complex regulatory environment.

The company said the expansion builds on more than a decade of operations in the Middle East, where it has developed a legal intelligence framework to support its regional offerings. That foundation now underpins Lexis+ with Protégé, its legal AI platform, which the company is localising for Middle Eastern jurisdictions.

As part of the rollout, LexisNexis is adapting the platform to include regional legal content, practical guidance and workflows tailored to local legal professionals. The company said the system is grounded in verified legal sources, distinguishing it from general-purpose generative AI tools and positioning it for day-to-day legal use across regional jurisdictions.

Regional Focus on Trust and Compliance

LexisNexis said the latest investment comes as governments in the Middle East continue to accelerate digital transformation efforts. The company has already deployed Lexis+ with Protégé globally and is now tailoring the platform to meet the specific needs of the region.

Eric Bonnet-Maes, President CEMEA at LexisNexis, said the Middle East’s AI and digital transformation ambitions create an opportunity for the legal sector to adopt innovation while maintaining trust, compliance and professional responsibility.

“At LexisNexis, we are committed to providing legal professionals with AI solutions that are secure, transparent and grounded in authoritative regional content,” Bonnet-Maes said.

Support for GCC Jurisdictions

LexisNexis has structured legal content across several key jurisdictions in the GCC, including the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman. The company said this digital foundation is intended to support advanced legal technology applications and improve access to authoritative regional material.

Lara Salem, Head of Content Strategy, LexisNexis Middle East, said the future of legal AI in the region will depend on trust. She said the company is combining regional legal content, legal expertise and AI capabilities to help professionals use artificial intelligence responsibly and in the language they use every day.

“At LexisNexis, we are combining authoritative regional legal content, deep legal expertise and advanced AI capabilities to help legal professionals leverage AI confidently, responsibly and in the language they use every day,” Salem said.

As part of its long-term strategy, the company is also pursuing an educational approach it calls “Preach and Teach.” The initiative is intended to pair technology adoption with professional education, helping legal practitioners understand and adopt AI tools responsibly.

Industry Analysis

LexisNexis’ latest investment reflects a broader regional trend toward localisation in enterprise AI. In the legal sector, where accuracy, compliance and jurisdiction-specific knowledge are essential, platforms built on verified local content may gain an advantage over general AI tools.

The expansion also aligns with the GCC’s wider digital transformation agenda, particularly in the UAE and Saudi Arabia, where AI adoption continues to advance across industries. For legal professionals, the development signals growing demand for AI systems that are not only efficient, but also trusted and adapted to regional requirements.
